The very idea that laws about prostitution make any difference at all is extremely naive. It is the world’s oldest profession and making it illegal has not made one bit of difference. Making it legal won’t make any difference either.

Many many places have tried taking the prostitutes off the streets and giving them job training and safe housing and what not, but as soon as they are on their own, they go right back to hooking.

Most will not stop until they are too old to get a decent price, then they will start whining about being exploited.

The only efforts should be made when kidnapping or children are involved. Concentrated effort on these 2 areas would be the best use of resources.
